To confirm and sign as a correct record the Minutes of the previous meeting held on 16 September 2021.

The Chairman explained there were two sets of minutes, one for approving and one for noting.

 

With regard to the meeting of Licensing Committee held on 21 June 2021, and in response to Members being cautious about their ability to approve the Minutes given the time-lapse and changed membership.  The Chairman advised it was a statutory requirement to approve the minutes at the next meeting, this being the next meeting, in acknowledgement of the time lapse, and revised membership, it was suggested the words “to the best of members knowledge” be included in the resolution passed.  The Committee indicated their contentment to the suggestion.

 

Having been moved and seconded, with the amendment detailed above, it was

 

RESOLVED that the Minutes of the Meeting of the Licensing Committee held on Thursday 10 June 2021 be confirmed and signed as a correct and accurate record to the best of members’ knowledge.

 

The Minutes of the Meeting of the Licensing Sub Committee, held on 20 March 2023, were NOTED.

The Committee heard from the Housing and Enforcement Manager who explained that the Council was required to publish a Statement of Licensing Principles in relation to gambling licensing every three years. The policy was intended to guide decision makers, applicants, objectors and others regarding the decision making process.

 

The Committee gave consideration to the statement of principles with a view to recommending it to Full Council for adoption. Members commented that there were no changes to the policy, and after being proposed and seconded it was

 

            RESOLVED that the Gambling Act 2005 – Statement of Principles be approved for RECOMMENDATION to Full Council, at its next meeting (4 November 2024) for final determination.
