The Committee gave consideration to Health Facilities Feasibility report.
During the debate, Members expressed broad support for the work undertaken to date and the potential benefits associated with progressing the project. Reference was made to the importance of developing a robust business case to inform future decision making and ensure the long term viability of any proposed development.
Members also discussed the importance of understanding funding arrangements, delivery options and future operational requirements before any final decisions were taken. Officers advised that the next stage of work would provide the necessary evidence to support consideration of these matters.
With no further comments, having been proposed and seconded, it was
RESOLVED that
a) the outcome and recommendations of the Feasibility Report at Appendix 1 be noted; and
b) the Health Centre project be progressed through the commissioning of a full business case which will determine options for funding, delivery and long term operation; and
c) the recommendation that the £48,000 funding required for the delivery of the Full Business Case be funded from the Project Investment Reserve through the Section 151 Officer’s delegation, be noted; and
d) Progress of the Full Business Case be monitored through the Strategic Delivery Panels and decisions made through the subsequent committees as a deliverable (PPL-D01) on the Thematic Business Plans.
