In the absence of the Chairman of the Licensing Committee, the Vice-Chairman presented the report to Council, which sought approval of the Review of Licensing Policy- Statement of Licensing Principles, on recommendation from the Committee.
The Council were required to update and review its Licensing Policy on an ongoing basis, or at least every five years. The report presented the outcome of the latest review
During the consultation period no responses were received, and no policy amendments had been made.
The recommendation was duly moved and seconded. Members congratulated the work of the team and on being put to the vote it was: -
RESOLVED - that the recommendation from the Licensing Committee on 4 December 2025 be accepted and The Statement of Licensing Policy, as detailed in Appendix 1 be approved for adoption with immediate effect.

The committee considered the report of the Housing and Enforcement Manager regarding the statutory process of reviewing the Licensing Policy and seeking recommendation to Full Council for approval.
The policy had been amended according to legal updates, however with no response to the consultation exercise and no other amendments required, there were no areas of change to be particularly highlighted.
Councillor Bunney declared a personal interest at this juncture due to being a licence holder in the district. It was indicated that he would not participate in the debate and voting thereon.
With no comments or questions, the Chairman read aloud the recommendation and having been proposed, seconded, and voted upon, it was unanimously
RESOLVED that
a) the Statement of Licensing Policy as shown in appendix 1 be approved; and
b) it proceed to Full Council for approval and adoption in January 2026
