Members gave consideration to a report detailing the next stages of work required in relation to the refurbishment proposed at the West Lindsey Leisure Centre in Gainsborough. It was explained that, pending the decisions being sought from both committees, a full evaluation of the site would be undertaken which would then provide the basis of recommended improvements and refurbishment. Members would receive the final report, from which decisions would be required to finalise how to proceed.

 

Members reiterated previously raised comments regarding the cost of suggested works, as well as offering feedback on the desired final outcome. It was highlighted that it was not currently possible to detail what options would be presented for final decision, as those would be subject to the next stages being completed.

 

Details of the procurement process were discussed alongside the project management stages, which would include client meetings offering assurance that Members would be involved in the development of the proposals. It was repeated that no options could be explored without the approval of the next stages, as recommended within the report under consideration.

 

On reaching the conclusion of the debate, Members were advised of the protocol for the meeting and, having been proposed and seconded, the Prosperous Communities Committee’s recommendation was put to the vote.

 

In accordance with the concurrent procedure, following an alphabetical roll call, with a total of 11 votes cast in favour and no abstentions or votes against, it was

 

RESOLVED that the proposal to proceed in accordance with the proposals set out in this report: to undertake an enhanced refurbishment of the West Lindsey Leisure Centre be recommended to the Corporate Policy and Resources Committee for approval.

 

The Corporate Policy and Resources Committee confirmed they were content to move straight to the vote on their respective recommendation.

 

Again, in accordance with the concurrent procedure, following an alphabetical roll call, with a total of 10 votes cast in favour, and with no votes against or abstentions it was

 

            RESOLVED that

 

a)    the recommendation from the Prosperous Communities Committee to undertake an enhanced refurbishment of the West Lindsey Leisure Centre be accepted and approved; and

 

b)    in accordance with the proposals set out in the report, Alliance Leisure be procured (via UK Leisure Framework) to carry out works up to the end of RIBA 3 in connection with West Lindsey Leisure Centre, at an estimated cost of £273,648.50; and

 

c)    the addition of a new scheme within the capital programme for 2026/2027 - ‘WL Leisure Centre Development’ be approved; and

 

d)    the use of Earmarked Reserves to the value of £273,700 be approved.
