West Lindsey District Council’s public
toilets in Caistor, Market Rasen and Gainsborough need major
refurbishment due to ageing infrastructure, poor accessibility and
rising maintenance issues.
Three options were considered:
Full Refurbishment (recommended): Extends asset life by 15–20
years, meets modern standards, reduces maintenance and energy
costs, and improves user experience.
Essential Maintenance Only: Cheaper short term but only minor
improvements, with a limited 3–5 year lifespan and ongoing
issues.
Do Nothing: Leads to further deterioration, higher failure risk,
non-compliance and reputational damage.
Conclusion: Full refurbishment offers the best long-term value and
aligns with council strategy. Approval is sought for £190k to
deliver works in 2026/27.
