- Councillor Tom Smith - Non Pecuniary - In connection with item 6(c) application number 146210 (Land at Top House Farm, Grimsby Road, Caistor), Councillor Smith indicated that he worked for Sir Edward Leigh but had not discussed the application in any shape or form prior to this meeting. He also indicated that as County Councillor for the area, he had been present at meetings at which the application had been mentioned but had not taken part in the discussions and had come to this meeting with a completely open mind.

- Councillor Tom Smith - Personal - Councillor Tom Smith referred to his employment by Sir Edward Leigh MP and the fact that he had family who had served at RAF Scampton. However he had not discussed this matter in any way, shape or form with anybody and had come to this meeting with a completely open mind.

- Councillor Tom Smith - Personal - In connection with item 6(b) – application number 146223 (Rudies Roots Nurseries, Scothern Road, Nettleham), some Members indicated that they were acquainted with the Chairman of Nettleham Parish Council who was due to speak on this application, as Mrs White had previously been a West Lindsey District Councillor. However, this would not affect in any way, shape or form their consideration of this application.

- Councillor Tom Smith - Non Pecuniary - Councillor T. Smith declared a non-pecuniary interest in relation to agenda item 6b, application number 146831, as he was the County Councillor for North Wolds, which included the Keelby Parish. He confirmed he had not discussed the application with anyone and would remain as a Member of the Planning Committee for the item.

- Councillor Tom Smith - Personal - Councillor T. Smith declared a personal interest, in relation to agenda item 6a, application number 146685, that though he was present at the site visit, he was not in attendance at the previous meeting where the application was heard. In line with West Lindsey District Council’s Constitution, he would abstain from voting.

- Councillor Tom Smith - Non Pecuniary - Councillor T. Smith declared a non-pecuniary interest in relation to agenda items 6a and 6b, relating to Council Tax arrangements, as a sitting Member of Lincolnshire County Council, as the County Council would financially benefit from the arrangements.
Councillors S. Bunney, M. Boles, I. Fleetwood and T. Young made the same declaration as County Councillors.

- Councillor Tom Smith - Non Pecuniary - The Chairman made a declaration on behalf of all Members of the Planning Committee in relation to two of the night’s applications. Regarding agenda item 6c, Market Place Gainsborough – the applicant was West Lindsey District Council. Regarding agenda item 6e, application number 147527, the applicant was a Member of the Council, and therefore known to all Members of the Committee. Some Members of the Committee may have visited the address and building subject to the planning application, however, Members of the Planning Committee would retain an open mind and would determine both applications in line with their planning committee training.

- Councillor Tom Smith - Non Pecuniary - Councillor T. Smith declared a non-pecuniary interest as he was a member of the advisory committee assisting veterans with difficulties such as those detailed in the report.
