Motion 1 - Review of Bagged Waste Collection Services in Parts of West Lindsey.

“Council notes that:

?          Some households in West Lindsey continue to receive waste and recycling collections in bags rather than wheeled bins.

?          The current arrangement is outdated and resource-intensive and may contribute to litter, vermin and adverse environmental conditions.

?          Residents have raised concerns about the service’s effectiveness, cleanliness and long-term sustainability.

?          Recycling performance in areas served by bagged collections requires improvement.

Council resolves to:

1.         Instruct the Director responsible for waste and environmental services to commence a comprehensive review of the bagged waste and recycling collection service within three months of the date of this motion.

2.         Require the review to assess operational performance, costs, environmental impacts, health and safety, recycling outcomes and value for money.

3.         Conduct a formal consultation with residents in all affected areas, elected members and other relevant stakeholders on future collection arrangements, completing it within four months of the review’s commencement.

4.         Evaluate alternative service models, including wheeled bins, communal collection points and other appropriate arrangements, taking account of accessibility, storage, collection efficiency, local circumstances and the needs of vulnerable residents.

5.         Produce a detailed options appraisal for each viable option, covering capital and revenue costs, funding requirements, implementation risks, anticipated environmental benefits and delivery timetable.

6.         Develop proposals to increase recycling, reduce litter and vermin, improve neighbourhood appearance and deliver a more efficient and sustainable service.

7.         Require the Director to present the completed review, consultation findings, preferred option and fully costed implementation plan to the relevant committee within six months of the date of this motion.

8.         Require regular progress reports to the relevant committee until the review and any agreed implementation programme are complete.

The Council’s objective is to replace or improve existing bagged collection arrangements through a properly assessed and resident-informed programme that delivers a cleaner, safer, more efficient and environmentally sustainable service, improves recycling performance and provides value for money.

Motion 2 – FENS 2100 Programme

“West Lindsey District Council understands that the FENS 2100 programme has undertaken a comprehensive assessment of the challenges and opportunities associated with flooding, coastal change and future water supply across the Lower River Witham Basin and The Wash.

The Council requests that a summary of the programme's findings be made available to Members, together with confirmation that these findings have informed decision-making by Lincolnshire County Council and other relevant authorities.

Furthermore, West Lindsey District Council would welcome the opportunity to invite representatives from Lincolnshire County Council and the FENS 2100 programme to present this important work to Members and outline its implications for the future management of flood risk, coastal change and water resources within the area.
